| The power of the forgiveness of sin is, and always was, in God's hands.
But He has not always dealt with the process in precisely the same manner.
In the gospels, we see...

Mark 11:25,26 - And
when ye stand praying, forgive, if ye have ought against any: that your
Father also which is in heaven may forgive you your trespasses. But if
ye do not forgive, neither will your Father which is in heaven forgive
your trespasses.

Luke 6:37 - Judge
not, and ye shall not be judged: condemn not, and ye shall not be condemned:
forgive, and ye shall be forgiven:

Matthew 6:12 - And
forgive us our debts, as we forgive our debtors.
The condition is clear - forgive so that God can forgive you.

Then we see that the 'forgiveness of sin' certainly
wasn't complete..

Matthew 26:28 - For
this is my blood of the new testament, which is shed for many for the remission
of sins.

Mark 1:4 - John
did baptize in the wilderness, and preach the baptism of repentance for
the remission of sins.

Hebrews 9:22 -
And almost all things are by the law purged with blood; and without shedding
of blood is no remission.

Acts 2:38 - Then
Peter said unto them, Repent, and be baptized every one of you in the name
of Jesus Christ for the remission of sins, and ye shall receive the gift
of the Holy Ghost.
There was then and will be in the Tribulation,
etc. a need for confessing of sins in order to be forgiven...

I John 1:9 - If
we confess our sins, he is faithful and just to forgive us our sins, and
to cleanse us from all unrighteousness.
